WeatherBarr Plant Manager ‘Billy’ Raggio Dies

William Ray “Billy” Raggio, the longtime plant manager at the WeatherBarr window fabricating facility in Fort Smith, Ark., who died on April 30, is being remembered by those in the industry as a friend and a self-made man.

“The sales, technical service and other staff members at Chelsea Building Products lost a friend,” said Karen Kubicko, the company’s marketing communications coordinator, in a statement. “WeatherBarr lost a great team member. The importance of being supportive to friends in this time of sadness is no different than any other time. Chelsea Building Products sends condolences out to Billy’s friends and co-workers at WeatherBarr.”

Raggio, 55, worked at WeatherBarr for 37 years. He started on the assembly line and worked his way up to plant manager. Raggio was a 1978 graduate of County Line High School, an avid hunter and fisherman, and a member of Caulksville Cumberland Presbyterian Church.

He is survived by his wife of 35 years, Tina (Ramsey) Raggio; a daughter, Whitney Brown and husband Casey of Charleston, Ark.; a son, Zach Raggio and wife Alyssa of Hendersonville, N.C.; his mother, Kaye Raggio of Booneville, Ark., a sister, Janice Burrus and husband Gary of Fort Smith; a brother, Bobby Raggio and wife Paulette of Booneville; and two grandchildren.

  1. Condolences to the Raggio family, Barr family, and the Harry G. Barr organization. I had been acquainted with Billy since my earliest days in the fenestration industry beginning in 1984. Billy was indeed among the real “pioneers” of the vinyl window industry.
